Policy Letter to ONC for HIT on ONC’s Draft Trusted Exchange Framework for nationwide interoperability

UCSF’s Center for Digital Health Innovation lifts up four core use cases that the Trusted Exchange Framework must address and integrate to meet the 21st Century Cures Act’s national priorities, and five cross-cutting principles that the Framework must meet for success.  We believe that important drafting remains to be done around patient access and patient-generated health data, for example.  We also recommend adding “Interoperability” as a core principle in Part A, and requiring the Recognized Coordinating Entity and Qualified Health Information Networks to use NQF’s Interoperability Measurement Framework to measure and evaluate the ongoing impact of the Trusted Exchange Framework.
